Inquiring about JavaScript's substring method in String.prototype

let vowels = "AEIOU";
let result = vowels.substring(0, 3);
document.write(result);

I'm puzzled as to why the output is AEI instead of AEIO. Is this due to the indexing starting from zero in programming languages?
