What is the best way to display content during a page refresh in Next.js, instead of the usual blank white

Can anyone help me figure out how to keep the navigation bar visible when refreshing a website like Facebook.com?

I've attempted using Router.events.on and off to track loading times, but I'm still encountering a white page on refresh.
