Unfortunately, Dreamweaver CS3 and CS4 do not come equipped with a debugger for setting breakpoints and tracking variable values. It would be more efficient to utilize an alternative debugging tool such as Visual Studio for this purpose. While I have not personally used Visual Studio for web page debugging, setting it as the external editor in Dreamweaver should allow you to open the current document in Visual Studio and utilize its debugging capabilities. For instructions on setting an external editor in Dreamweaver, refer to the Adobe TechNote: Setting the external code editor within Dreamweaver, or consult the Dreamweaver CS4 help docs for Using an external editor. If Visual Studio is not available, consider utilizing Visual Web Developer Express for debugging purposes. Set it as the external editor and follow the steps outlined in How to debug JavaScript with Visual Web Developer Express (pending verification of the accuracy of the steps).
To initiate debugging from within Internet Explorer, navigate to Edit -> Open with {external editor name}.
An additional option is to explore debugging within Internet Explorer itself. While I have not experimented with this method, a brief online search reveals resources such as HOW-TO: Debug JavaScript in Internet Explorer. It is likely that there are IE plugins available to aid or streamline the debugging process in Explorer.
