Insights from Allure captured across Junit, XML, and Excel formats

Is there a way to create an Allure report from Xml, Junit, or Excel files without using Selenium, POM.xml, or Jenkins? I have a junit report generated from TestComplete 14.1 and would like to know how to generate an allure report.

I heard about downloading a Jar and uploading it in TestComplete to generate step by step instructions. Could you please provide the Allure Jar that I need to use? Also, I am interested in converting XML files to Allure format.
