Having trouble initializing webpack due to a css-loader error in JavaScript

Every time I attempt to execute npm run dev, I am confronted with the error message below. Despite my efforts to clean out my node modules and reinstall with npm install, the issue persists. I even went as far as re-installing webpack, but encountered the same outcome. Deleting the package-lock.json file in hopes of triggering a fresh rebuild was also unsuccessful.
