Ensure that all resources have finished loading in the network tab before loading the CSS file

My goal is to ensure that every single file in the network tab of the devbar is loaded before loading my CSS file. I am using Gumroad's embedded product on my static website, and it is crucial for me to change the CSS only after everything has been loaded to the DOM.
