After installing Ember and running the Ember server, I noticed that the node_modules directory appears to be empty. This issue is occurring on my Windows 10 x64 PC

Make sure to execute npm install first. If that doesn't work, try using:

ember init new-application

This will create a new application with the right settings.

Once you have set up your project, navigate to the project folder using the cd command and then run ember serve.
